Bernard Sacks Partner

Bernard joined Mazars in 1994 as Tax Consultant and finally Tax Partner, having served as Deputy Director in the Cape Town office of the South African Revenue Service (SARS).

Experience

Bernard studied B.Com and CTA at the University of Cape Town and completed his articles of traineeship with Kessel Feinstein in 1986. After qualifying as a Chartered Accounted he joined the SARS as a Company Assessor.

Bernard then moved to, and finally headed up, the Audit Department at the SARS.

Bernard specialises in Corporate Taxation and Value-Added Taxation at Mazars.  He is also extensively involved in consulting on exchange control matters and expatriate tax consulting.

Bernard has been involved in various corporate restructure transactions, including assisting clients with the implementation of such restructure transactions. His extensive business experience has become invaluable to clients in dealing with both the business and tax aspects of such transactions.

Bernard is furthermore involved in remuneration structuring, personal financial planning, and estate planning.  He has extensive knowledge and experience with the taxation of trusts and serves as trustee to a number of trusts.

Bernard has taught at the University of Cape Town and authored numerous articles and newsletters on tax matters.  He regularly speaks at tax workshops and seminars and widely regarded as an expert in the field of tax.

Bernard is currently a member of the STEP Cape Town committee. He is a past Chairman of the Moores Rowland International Africa Region Tax TAC, Moores Rowland South African Tax SLU, member of SAICA Southern Region Tax Discussion Group, former member of SAICA Southern Region Tax Committee, a former member of the Executive Committee of the South African Fiscal Association, and former member of the SAICA National Tax Committee.

Bernard contributes the determined attitude required to operate in the forever changing environment of tax consulting. His networking skills and technical know-how has been the backbone of the tax business unit.

His dedication to clients’ needs has filtered down through the organisation and his passion for his work is only outweighed by his diligence.

In his personal capacity Bernard has been and still is involved in numerous communal bodies. Bernard has also served as the Treasurer of the Cape Council of the South African Jewish Board of Deputies and various other community organisations.
